Kıyafetname’nin yazarının tam adı Seyyid Lokman Çelebi b. Hüseyin al-Asuri al-Urmevi’dir ve Sultan III. Murad’ın devrine yaşamıştır. Kendisi bir bilgin, şair ve tarihçidir. Urmiyyelidir. Çağının ilimlerini okuyup öğrendikten sonra Sultan II. Selim tarafından 1569’da Saray’a ve Enderun’a hoca olarak tayin olunmuştur. Şehnameci olarak atanır. Bir süre sarayda veliahtlara hocalık eder. Saray şairi sıfatıyla Eğri Seferi’ne devlet büyükleri ile birlikte katılır. Şiirde ifade gücü büyük olan Seyyid Lokman Çelebi, Lokman mahlasıyla birçok şiir yazmıştır.
